她解釋了”我為何參選”, 認為是這是一個關鍵時刻，希望以身體力行實踐對民主的信念與承擔，爭取便落實《基本法》所承諾的雙普選。我希望充當中央及特區之間，政府與立法會之間，社會各階層之間的橋樑，共同建立溫和理性，互相信任的夥伴關係。

IT呼聲都是在支持者的行列，希望陳太本著香港人的利益，以真心和良心服務香港。我們樂意見到取消功能組別，有一人一票一等值的選舉，我們並期望儘快見到她的政綱。

記 得 葉 劉 淑 儀 卸 任 保 安 局 長 時 ， 說 去 美 國 深 造 ， 是 要 完 成 學 業 的 夢 想 和 盡 母 親 責 任 ， 多 陪 女 兒 。 可 是 ， 她 在 海 外 留 學 時 ， 已 放 風 說 會 重 臨 香 江 。 直 至 她 返 港 成 立 匯 賢 智 庫 ， 回 歸 政 壇 ， 由 傳 聞 參 選 立 法 會 到 高 調 參 選 港 島 區 補 選 ， 整 個 發 展 現 在 看 來 ， 完 全 是 個 一 步 一 步 實 行 的 精 密 計 劃 。 唯 一 的 「 意 外 」 ， 可 能 是 馬 力 逝 世 ， 把 時 間 表 提 前 了 幾 個 月 ， 令 她 要 在 補 選 中 單 挑 比 她 更 有 知 名 度 和 公 務 員 脈 絡 的 陳 方 安 生 。

從 市 場 學 角 度 ， 葉 劉 的 這 個 精 密 計 劃 的 重 點 是 把 產 品 重 新 定 位 。 葉 劉 當 年 在 23 條 立 法 時 過 份 賣 命 ， 甚 至 辭 職 後 仍 高 調 地 接 受 各 左 派 團 體 的 歡 送 慰 勉 ， 予 人 深 刻 的 親 左 戰 士 形 象 。 除 了 離 港 過 過 冷 河 外 ， 成 立 智 庫 作 為 個 人 平 台 的 核 心 任 務 ， 就 是 利 用 各 種 外 界 議 題 及 「 中 間 派 人 士 」 ， 進 行 「 抽 水 」 和 清 洗 形 象 ； 從 她 的 行 事 手 法 及 操 守 ， 都 可 以 看 出 她 如 何 當 上 實 至 名 歸 的 「 抽 水 天 后 」 。

「 支 持 科 技 」 言 行 不 一

抽 水 第 一 招 ， 葉 太 去 美 國 兜 完 風 後 彷 彿 沾 上 一 身 矽 谷 的 泥 塵 ， 忽 然 熱 衷 發 表 支 持 科 技 發 展 的 言 論 。 不 過 泥 塵 始 終 薄 弱 ， 業 界 的 人 聽 來 只 覺 她 人 云 亦 云 ， 缺 乏 洞 見 ， 不 禁 懷 疑 她 是 否 為 了 借 科 技 界 的 開 明 和 敢 於 創 新 的 風 氣 ， 洗 滌 充 滿 霸 氣 和 保 守 的 形 象 。 為 何 說 是 抽 水 ？ 回 溯 到 五 、 六 月 期 間 ， 她 為 了 「 科 技 」 在 政 策 局 除 名 一 事 ， 奉 獻 出 處 女 示 威 第 一 次 ， 有 相 當 的 新 聞 曝 光 。 但 在 關 鍵 時 刻 ， 她 卻 沒 有 貫 徹 ， 「 約 見 」 游 說 她 友 好 的 保 皇 黨 議 員 去 支 持 單 仲 偕 提 出 的 修 訂 案 ， 最 終 ， 保 留 「 科 技 」 入 名 的 行 動 是 失 敗 了 。 不 過 ， 市 民 大 概 只 看 到 傳 媒 的 幾 個 畫 面 ， 讓 她 成 功 給 人 留 下 印 象 了 ？

「 黐 」 外 傭 僱 主 爭 曝 光

抽 水 第 二 招 ， 葉 太 在 宣 佈 參 選 後 ， 與 一 外 傭 僱 主 組 織 合 作 ， 居 然 想 到 網 站 啟動 也 搞 個 記 招 。 她 要 求 取 消 外 傭 稅 ， 要 求 即 時 發 還 已 交 款 項 的 立 場 ， 甚 至 與 身 為 僱 員 再 培 訓 局 主 席 、 她 助 選 團 成 員 的 譚 耀 宗 相 反 。 不 過 ， 因 為 整 件 事 旨 在 爭 取 曝 光 ， 反 正 不 在 乎 成 功 與 否 ， 只 要 表 達 一 個 為 「 中 產 」 外 傭 僱 主 爭 取 利 益 的 一 個 印 象 ， 大 家 亦 不 用 深 究 。 想 深 一 層 ， 如 果 批 評 陳 方 安 生 缺 乏 基 層 的 認 同 ， 那 麼 ， 葉 太 取 消 外 傭 稅 的 建 議 ， 等 於 把 留 給 再 培 訓 基 層 市 民 的 三 億 元 一 筆 勾 銷 ， 豈 不 是 與 基 層 為 敵 ?!

假 意 支 持 2012 年 普 選

抽 水 第 三 招 ， 葉 太 說 她 也 支 持 2012 普 選 ， 部 份 傳 媒 居 然 「 鬼 掩 眼 」 ， 拿 著片 言 隻 字 大 加 報 道 ， 令 有 些 港 人 混 淆 兩 位 阿 太 的 政 見 差 異 ， 但 其 實 葉 太 的 「 支 持 」 是 有 諸 般 前 提 ， 而 她 的 助 選 團 成 員 民 建 聯 譚 耀 宗 亦 立 即 「 補 充 」 ， 兜 了 一 個 大 圈 ， 扯 到 2017 年 才 開 始 普 選 的 民 建 聯 方 案 是 與 葉 太 的 共 識 ， 此 時 2012 已 被 譚 耀 宗 搞 得 奄 奄 一 息 。 葉 太 言 猶 在 耳 ， 2012 你 安 息 吧 ！ 還 記 得 2003 年 五 十 萬 人 上 街 ， 葉 劉 以 不 屑 的 語 氣 說 ： 「 市 民 遊 行 只 是 放 假 ， 參 加 一 項 活 動 。 」 我 想 這 才 是 民 主 在 她 內 心 的 位 置 。 支 持 民 主 的 人 士 ， 被 人 一 次 又 一 次 抽 水 ， 不 單 止 要 Say No ， 簡 直 應 該 叫 非 禮 呀 … …

非 常 時 期 約 見 眾 高 官

抽 水 第 四 招 ， 當 然 就 是 葉 太 以 候 選 人 身 份 約 見 政 府 高 官 。 這 一 著應 該 是 衝 著「 四 萬 」 是 她 的 前 上 司 ， 被 認 為 對 政 府 較 有 影 響 力 這 一 點 ， 目 的 是 要 展 示 她 與 現 屆 政 府 的 溝 通 更 勝 陳 太 。 這 招 屠 龍 刀 不 單 止 踩 界 ， 簡 直 是 過 界 ， 是 逆 線 行 車 、 危 險 駕 駛 。 如 果 沒 有 她 的 強 烈 要 求 （ 當 然 還 藉 有 力 人 士 的 促 成 ， 否 則 不 會 成 事 ） ， 港 府 高 官 難 道 會 主 動 約 見 她 麼 ？ 媒 體 報 道 只 集 中 批 評 高 官 有 偏 幫 葉 太 之 嫌 ， 但 卻 欠 缺 分 析 要 求 會 面 者 的 動 機 是 否 正 當 ， 是 否 公 開 挑 戰 公 平 選 舉 的 實 施 。 可 憐 Donald 精 心 部 署 10 月 10 日 施 政 報 告 大 派 糖 果 ， 讓 政 制 綠 皮 書 諮 詢 結 束 在 無 聲 無 息 之 中 ， 卻 因 為 葉 太 一 事 吃 了 悶 棍 ， 政 府 完 全 處 於 被 動 ； 為 了 徹 底 捱 義 氣 ， 甚 至 要 主 動 「 開 放 」 會 見 其 他 候 選 人 的 大 閘 ， 親 手 破 壞 香 港 的 公 平 公 正 選 舉 文 化 ， 葉 劉 可 說 把 政 府 用 後 即 棄 ， 「 抽 水 唔 抹 手 」 。

葉 劉 不 斷 測 試 規 律 的 底 線 ， 與 當 年 23 條 推 銷 手 法 同 出 一 轍 。 作 為 前 政 府 高 官 ， 不 能 說 是 無 知 ， 更 可 能 是 操 守 有 問 題 。另 一 方 面 ， 陳 太 沒 有 趁 勢 博 亂 ， 要 求 約 見 這 個 那 個 官 員 ， 可 說 是 一 個 前 公 務 員 以 身 作 則 守 法 的 典 範 。 有 些 支 持 2012 雙 普 選 市 民 對 陳 太 恤 髮 事 件 反 應 強 烈 ， 就 像 是 狂 熱 的 球 迷 指 摘 落 場 球 員 未 有 去 到 盡 。 相 對 來 講 ， 葉 劉 對 觀 眾 想 看 一 場 公 平 精 采 賽 事 的 渴 望 的 不 尊 重 ， 對 遊 戲 規 則 的 蔑 視 ， 未 當 選 已 把 政 府 舞 弄 得 團 團 轉 ， 是 否 應 該 給 予 一 張 黃 牌 ！

IT Voice and Charles Mok jointly submited our opinion to the Government. Here is the position paper.

On Constitutional Development – IT Voice response to the Green Paper
We are a group of IT professionals. We participated in the Election Committee election in December 2006 and were all elected with high votes. Constitutional development is one of the most important agenda for the future of Hong Kong and we like to contribute to this consultation.

1. Hong Kong people have been longing for democracy for a long time. We are ready for universal suffrage AT THIS VERY MOMENT, well before 2012. But we warn that the general public have no more patience for any drag on. Universal Suffrage is the right of Hong Kong people clearly written in the Basic Law and a political right in the ICCPR.

2. Most surveys have indicated the public has inclination towards universal suffrage as early as possible. The Government should reflect this fact in her conclusion of the Green Paper consultation. This is the last chance for the Government to correct her mistake in the consultation for she failed to provide 3 options in consultation. Had there been 3 options that included 2012 dual universal suffrage, the public’s preference could have been reflected easily and clearly.

3. Hong Kong should develop herself into a world-class city. Her constitutional arrangement should be designed in conformity with international best practice, including the provisions in the International Convention of Civic and Political Rights (ICCPR). The United Nations Human Rights Committee had pointed out Hong Kong failed to commit to this convention and she had also rebutted the HKSAR Government’s reservation to the convention in introducing universal suffrage to Hong Kong.

4. The Chief Executive of the HKSAR should be elected by universal suffrage in 2012. It should have happened in 2007 if not stopped by the NPCSC’s interpretation of the Basic Law.

5. The current arrangement of the Basic Law is that there is a nomination before putting CE candidates to the election by the voters at large. We strongly state that the nomination process must be conducted in a democratic procedure in accordance with the principles of universal suffrage. The principle of universal suffrage is to let all voters in Hong Kong to decide the candidates for the CE election, not any nomination committee.

• The nomination committee should be formed by directly elected representatives to achieve broad representation.
• The threshold of the Election Committee member votes to get nominated to the CE election should be LESS stringent than the current arrangement.
• The existence of a pre-election, pre-selection or screening, whatever it is called, is not compatible with the principle of universal suffrage and should not be introduced.

6. The whole Legislative Council (Legco) should be elected by universal suffrage in 2012. The Functional Constituencies should be removed in one batch. The nomination of Legco election candidate should not introduce any new arrangement to increase the hurdle or pre-select or screen out candidates.

7. Now the IT sector has a functional constituency seat in the Legco. We were also elected from the ITFC in the Election Committee. However, Functional Constituencies is an unfair arrangement. We do not like to be tossed as protecting our vested interest. We all favour the removal of the functional constituencies. Our position was written in our platform in the Election Committee IT subsector election and was also endorsed by our voters in IT by their votes in favour of us in December 2006.

8. The current setting in the Legco is that there exists vested interests among most FC members to retain their seats. They are enjoying the political free lunch. It is a paradox to get two-thirds of Legco to agree to universal suffrage now and later. The current consultation by the Green Paper lacks a clear focus to consolidate a dominant opinion to force these vested interest to compromise. In order to obtain a clear opinion on the constitutional reform after the Green Paper consultation, we urge the Government to conduct a second round consultation with 2 or 3 options. We think that we have sufficient time to arrive at an option with more consensus in the second round consultation.

IT 呼聲今天聯同IT界立法會議員單仲偕及選委莫乃光，向即將於下月發表首份施政報告的第三屆特區政府提出46項施政報告建議，促請政府促以締造香港成為資訊無間斷的數碼都會為目標，增加政府未來對科技的投資和承擔，維持香港的競爭力。
多達46項政策建議可分為數部份，包括(1)發展以使用者為本而互動的新一代電子政府、(2)推動電子醫療、(3)強化IT產業發展、(4)提升基建科研、(5)加強資訊保安、(6)培育科技人才、(7)推廣科技應用、(8)打破數碼隔膜，以及(9)廣播政策。

以下是簡要：

「資訊科技是香港成功轉型為知識型社會的重要動力，這是不爭的事實。預計新一份施政報告將會勾劃曾蔭權政府未來五年的施政藍圖，因此我們期望他在施政報告中肯定和承諾對科技的支持。而我們的建議，旨在積極推動社會各層面和各階層更廣泛應用IT，並促進IT業的長足發展，使香港成為真正資訊無間斷的數碼都會。」單仲偕說。

身為IT界選委的莫乃光認為，電子政府和電子醫療是「首要項目」。「Web2.0是最新最流行的互聯網技術，看看最多人流的網站、Blog、網絡社群工具，全部都強調互動和具備個人化功能的服務。為了配合知識型社會的市民的需要，提升電子公共服務的質素，我們的電子政府服務不能再限於單向的資訊傳遞，而是為市民提供更開放的平台和渠道直接參與公共事務。只有這樣，才能有助達到政府所想的有效管治。」
至於電子醫療方面，身兼醫管局成員的莫乃光認為香港人口日趨老化，推動全天候的電子醫療服務有助保持本地的醫療服務質素和效率，紓緩醫護人員的壓力。他建議盡快提升診療管理統，並成立適用於公私營醫院及診所的全港電子病歷系統。
因應政府即將推出的WiFi計劃，單仲偕建議當局推出如圖書館／公園無線電子導賞等位置定位(location-based)服務，並開放現時由政府不同部門持有的位置定位數據資訊(location information)，刺激私人市場開發具創意及切合消費者需要的位置定位技術和服務。
另一位IT界選委宋德嘉(IT呼聲成員)較關注政府的資訊保安政策。他指出特區政府從來欠缺一份全面而長遠的資訊保安政策。「現時，政府可說是只把資訊保安當公眾教育工作來做，無論在本地或區域層面，特區政府在保障資訊安全所擔當的角色和功能都十分模糊。事實上，當社會越依賴互聯網，資訊保安就越重要，甚至應把涉及重要基建(critical infrastructure)的資訊保安視為公共安全。」宋德嘉建議，政府應盡快訂立資訊保安政策，並增撥資源推行網絡威脅監察系統，更主動地監察互聯網的潛在保安風險，保障社會的網絡安全。
此外，數碼隔膜也是單仲偕和多名選委的關注重點。「儘管IT在香港社會看似十分普及，但截至去年中，低收入家庭擁有個人電腦和接駁上互聯網的比例，仍遠較中產及高收入家庭擁有個人電腦的比率為低，反映政府在這方面仍需努力。把互聯網接駁費納入綜援的基本生活開支項目之一，協助志願團體把二手電腦轉贈予有需要的低收入家庭，絕對有助改善問題，幫助低收入家庭兒童的學習。」選委之一的梁兆昌(IT呼聲成員)建議說。
有關強化IT產業發展，他們的政策建議主要有三大方向，包括(i)推動IT服務出口、(ii)發展開放源碼軟件，以及(iii)培育數碼內容業。另外，他們促請特區政府向中央政府爭取國民待遇，使為本地業界可享有與內地同業同等的政策待遇，又支持政府為科技企業提供稅務優惠，如科研活動雙倍扣稅。

至於廣播政策，他們除了建議政府制訂引進數碼聲頻廣播的具體時間表，同時支持把香港電台轉型為獨立於政府架構的公營廣播機構。「政府曾承諾就港台前途做研究和公眾諮詢。我們認為政府不應再拖，應盡快做好研究和諮詢，再交由社會大眾決定港台的去向。」單仲偕補充。

公共專業聯盟六月七日舉行成立典禮，成為香港首個結合智庫與政策倡議的跨界別專業組織。公共專業聯盟的目標是通過專業力量，維護公眾利益，提昇公共管治水平。

公共專業聯盟主席黎廣德表示：「不管是會計、資訊科技、工程、規劃、社福、醫療、教育和法律等界別的專業人士，都有一個共通點：專業經驗使他們更清楚看到現時公共管治的缺陷，更激起他們的求變之心。公共專業聯盟的成立正是要運用專業智慧的柔性權力，彌補公共管治的裂痕。」

本身屬於資訊科技界翹楚的聯盟副主席 莫乃光 解釋：「公共專業聯盟的名稱代表我們專注公共利益，而非著眼於行業利益或界別利益。聯盟以古埃及鷹頭人身的法老王守護神『賀魯斯之眼』作為標誌，代表治癒重生的能力及洞悉一切的智慧。這是高不可攀的目標，但『賀魯斯之眼』足以提醒專業人士維護公眾利益的責任，時刻知所警惕。」

另一位來自會計界的聯盟副主席梁繼昌表示：「公共專業聯盟已經成立了五個專題工作組，涵蓋了有關普選、新聞自由、專業獨立、學術自主、發展與公民參與、中小企和經濟多元化等議題。我們不但會透過專業分析監察政府施政，更會及時發表專業意見，幫助市民作出正確判斷，從而更有效地參與公共政策的制訂並維護公眾利益。」

六四, 已經十八周年了。

當人們記憶開始模糊時, 當愈多新一代青年人都沒有經歷這場對手無寸鐵的學生進行的暴力鎮壓時, 有人以為是時候可以指鹿為馬, 討好北大人了.馬力, 民建聯主席, 你仿佛繼承了袁木, 試圖為六四屠城拭血, 為屠夫抹粉.

不過, 謝謝你的無恥, 讓人們再次燃起無名的憤怒, 提醒父母們要緊記要告訴孩子們1989夏天年在北京發生過那一場由同學發起的,可歌可泣的民主運動.今晚維園的燭光晚會比去年的更加熱鬧, 我們手上的每一點燭光, 都是心里不滅的火, 不滅的希望.

六四的英靈, 你們安息吧！

政府建議把「工商科技局」改名為「商務及經濟發展局」，科技二字從始化成集體回憶。今天早上行政會議開會前，我們聯同單仲階議員和莫乃光到政府總部請願，促請行政會議成員把「商務及經濟發展局」正名為「工商科技經濟局」。
